They are vents. Vents let air out, grills let air in.

Family had a coupe in this colour.
Had one that looked exactly like this one. I hated it. But then I guess looking back it did its job, got me through university, though we got scammed by the dealer and the lease payments were through the roof on it... 400 bucks on a 48-month lease on a Cavalier. Nevertheless we never went back to that dealer and they got bought out as part of GM Apocalypse.

Then those are grilles. The pair toward the base of the windshield would be the vents. Neither pair are functional, but that is what function they would serve if they were.

The ones towards are somewhat functional, as in they aren’t completely blocked off. There’s a metal mesh behind them so air can get in.

On the later models with the Ram Air, yes. On later 3rd Gen Trans Ams? The hood grilles and vents - or as they call them, “air extractors” - from the factory are purely decorative. Mesh and all.
